NCD ALLIANCE EAST AFRICA (EANCDA)
The NCD Alliance East Africa (EANCDA) is an NGO formed to respond to the increasing burden of non-communicable diseases (NCDs) in the region. EANCDA unites the NCD Alliances in Uganda, Tanzania, Zanzibar, Kenya, and Rwanda. We cooperate between national NCD Alliances in a region, as well as the twinning of Alliances in high-income and low-income countries, in partnership with the Danish NCD Alliance, supported by the Civil Society Fund (CISU) from Denmark. The focus of the support is to develop the capacity of the EANCDA members in areas of governance, institutional development, membership recruitment, patient support and empowerment, advocacy, lobbying, and fundraising. Our Head office is located in Kampala, Uganda and we are legally registered and licensed to operate as a Regional Organization. NCD Alliance is now seeking to hire a Programme Finance and Administration Assistant to join its team in Uganda.
Job Title: Programme Finance and Administration Assistant (PFAA)
Reports to: Program Manager (Head of the Secretariat)
Location: Kampala- Uganda
Contract: 1 year (Renewable based on the availability of funds)

⦁ Financial management.
⦁ The employee shall hold the primary responsibility for assisting program staff in the preparation of proposals and operational budgets.
⦁ He/She shall prepare the payroll and salary monitoring and reimbursements.
⦁ He/She shall identify financial tracking and analysis tools as needed to support decision-making and ongoing management review; conceptualize and produce those tools.
⦁ He/She shall conduct all cash disbursements, banking reconciliation, accounts payable, and payroll and advice on adequate controls over cash and bank holdings.
⦁ The PFAA shall assist/undertake routine banking services: collecting bank statements, making bank transfers depositing, preparing bank reconciliation statements at the end of the month; they shall also perform year-end financial statements, arrange and ensure their compliance with The East Africa NCD Alliance and donor requirements.
⦁ The PFAA shall prepare both organizational and all pr financial reports as per the approved budgets /contracts.
⦁ Ensures that all staff are aware of financial accountability communicates on financial expectations, and provides constructive feedback on forecasts and expenditures;
⦁ Support member alliances to ensure there is proper requisition, accountability, and reporting of funds disbursed.
⦁ Support the PM by preparing financial and management accounts during reporting and audits .oject
⦁ Timely preparation of monthly financial reports (verifying the coding, arithmetical accuracy, documentation, authorization) and subsequent feedback to ensure timely submission to PM.
⦁ Human Resources Management, Compliances, and Capacity Building
⦁ The employee shall ensure that all Staff and Volunteers are familiar with their roles and responsibilities of financial management and accountability
⦁ Support in capacity building of member associations in financial management & accountability to ensure compliance with donor and NCD Alliance East Africa policies
⦁ Support the PM during the recruitment of the staff and volunteers.
⦁ Ensures that NCD Alliance East Africa complies with all Government statutory regulations, including payment of taxes (P.A.Y.E) and social security fund, and ensures timely submissions of such deductions to the relevant authorities.
⦁ Oversees the Administrative volunteer’s functions in office administration – (supplies, storage, maintenance of equipment, supervision of cleaners and guards)
⦁ Logistics support
⦁ Ensure compliance with East Africa NCD Alliance financial management &procurement procedures in the following areas: procurement, stock management, asset management, maintenance of communications and IT systems, building maintenance, external service provider relations, travel arrangements, and events management
⦁ Under the guidance of the PM, be the lead person in organizing events such as AGMs and other conferences or workshops ensuring that practical issues like including bookings, event rapporteur, etc are catered for to enable the PM to focus on the strategic aspects of the events.
⦁ A Bachelor’s degree in accounting, business administration, finance, public administration, or its equivalent
⦁ Adipoma holder with practical experience and professional training, with a high level of analytical skills
⦁ Minimum of three years experience working in finance in a public, private sector, or international NGO environment
⦁ Ability to use QuickBooks accounting software
⦁ Excellent communication, organization, and management skills
⦁ Excellent interpersonal skills and can work in a team
⦁ Knowledge of computer use including word processing, excel, the internet, and PowerPoint is a must.
⦁ Ability to work independently and with minimal supervision
⦁ Awareness of NCDs and the history of NCDs advocacy is an added advantage
